A lower drinking age does not guarantee responsible drinking. In most European countries 16-18 year-olds can purchase alcohol. Studies consistently show that teenagers in Europe drink more and drink more often than teenagers in the United States. Also, alcohol related diseases are twice as common in Europe as the rest of the world.
